Preheat the oven: Set the oven to 190°C (375°F) and grease your chosen baking dish.
Season the Rösti: In a small bowl, mix together the black pepper, salt, dry mustard and garlic powder. Mix this spice mixture with the hash browns and dried parsley.

Layer the dish: Line the baking dish with the seasoned hash browns and grated cheddar cheese, making sure that the top layer is cheese.Add cream and milk: Mix cream and milk and pour this mixture evenly over the potato and cheese layers.
Bake covered: Cover the pan with aluminum foil and bake for 45 minutes.

Bake uncovered: Remove the foil and bake for another 15-20 minutes until the top is golden brown and the potatoes are soft.
Rest and serve: Let the dish rest briefly before serving so that the flavors can mingle beautifully.
